The Asian Human Rights Commission (AHRC) has received information from North East Support Centre and Helpline that a 17-year-old girl belonging to the scheduled caste was abducted, drugged and raped in Manipur.

We have also learnt that, though a police First Information Report is registered in the case, there has been no further action on the same. Further, the police have not charged the alleged perpetrators under the provisions of Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989.

Case Narrative:

A girl belonging to Scheduled Caste ['lower caste'] community of Kakching was kidnapped, drugged and raped in Thoubal district of Manipur. The girl is currently studying in Shillong and had come home for vacations.

The 17-year-old girl was kidnapped by the suspects while she was coming back from Kakching with her brother at around 1.30 pm on January 25, 2013. The alleged kidnappers dragged her out from her vehicle and forcibly took her away in a red colour car of the Maruti make. They then drugged her with some substance because of which she lost consciousness.

On regaining consciousness, the girl found herself in the same car with a 19-year-old man named Prameshwor Singh in an isolated place. She found herself to be bleeding from her private parts and realised that she had been raped by the man. The accused then took her to his house in Charangpat Mayai Leikai of Thoubal district in Manipur. There, his family members including his father Mr. Yengkokpam Rameshwor Singh threatened her to accept that she had eloped with the accused out of her own will after which they took her to her home next day.

Soon after hearing the news, a fact-finding team including Rev. N Debendra Singh, member of Manipur State Minorities Commission rushed to help the victim. It is only after the intervention of the team that a FIR (no 14/2013) under charges of abduction, drugging and raping a minor was filed against the accused and his unnamed accomplices. The police, however, did not book the accused under the provisions of Scheduled Caste/Schedule Tribe (Prevention of Atrocity Act) 1989 despite her coming from a dalit community.

Please write to the authorities mentioned below demanding strict punishment for the rapist and his accomplices while also asking for compensation for the victim. You may also want to share your concern regarding the insecurity of women in India and ask them to take stringent action to improve the situation immediately.

1. Ensure speedy investigation into the issue and prosecute the guilty,
2. Book the perpetrators under the provisions of Scheduled Caste/Schedule Tribe Prevention of Atrocity Act 1989
3. Ensure adequate protection to the victim and her family
4. Provide compensation to the victim,
5. Take steps to ensure the safety of women in society.
